リソースパックをすべて抜いてもダメでした。
minecraft JAVA ver1.14.4では正しく表示されていました。
optifineの設定ファイルを初期化しても変わりませんでした。
情報不足の時はお申し付けください。

困ったときのdebug.log、latest.logを見てみましょう。
で、対象はShader関係だと思うので、以下コマンドで抽出されたログを載せてもらえますか?
[Win]キー + [R]キー押して、[ファイル名を指定して実行]を起動したら、[powershell]と入力してOKを押します。
これで恐らく、Shader関係のログを引っ張ってこれると思うので、出力したshader.logの結果を教えてください。

出力したログではありませんでしたが、中身確認しました。
やはりshader関係の警告ログが結構出てます。
これ以外にも出てましたが、Spoilerで抜粋。
これを見る限り、Normal Map、Specular Map、Shadow Map関係に不具合があるようです。
ここを司る部分はOptifineで、Shader Resource PackはOptifineの機能を用いて、これらに変更を加えています。
各Shaderの推奨Optifineバージョンは合っていますか?
Optifineのバージョンを下げてみるのも一つの手です。
あとは、Lightning関係のMODや地表にレイヤー表示などを行うのMODとの描画競合です。
一度、テクスチャ描画に変更を加えるMODをOptifineとShader Resource Packのみに限定して立ち上げてみては如何でしょう。
やはりshader関係の警告ログが結構出てます。

これを見る限り、Normal Map、Specular Map、Shadow Map関係に不具合があるようです。
ここを司る部分はOptifineで、Shader Resource PackはOptifineの機能を用いて、これらに変更を加えています。
各Shaderの推奨Optifineバージョンは合っていますか?
Optifineのバージョンを下げてみるのも一つの手です。
あとは、Lightning関係のMODや地表にレイヤー表示などを行うのMODとの描画競合です。
一度、テクスチャ描画に変更を加えるMODをOptifineとShader Resource Packのみに限定して立ち上げてみては如何でしょう。
